What is FECA?

by David Kirtley of Experienced FECA Help (28-Jul-2009)

FECA means: Federal Employees Compensation Act. I asked a postal carrier as he was placing letters into my mailbox if he was familiar with the term FECA. He said he had worked for the post office five years and never heard of it. I told him that I had recently separated from the post office after having been employed 28 years and that I was familiar with the term and had been for 28 years. He looked puzzled and asked me why he hadn't heard of it. I stated that the only reason I knew, was because I had heard about it briefly during my employee orientation many years ago and that I never gave it another thought until I became injured at work. He asked what getting hurt had to do with the term "FECA," and I said that a federal employee who becomes injured at work in the performance of their official duties files a feca claim. Then he asked me, "Why file a claim, don't you have insurance? I said yes, I have insurance, but my insurance is not obligated to pay for a work-related injury and  the FECA provides medical benefits, treatment, and much more for the rest of my life. No co-pays, no prescriptions, and any doctor I choose.  I told him that the FECA benefit is the best federal entitlement, period. "Why haven't I heard about it before?" I explained the post office is about making money and feca claims cost money, the post office only tacitly ever mentions the FECA When the FECA is brought up in the federal workplace, employees working jobs which are other than they were originally hired for are discussed at length as well as the negative impact that is alleged to be the result of worker's compensation. I explained from my personal experience, working for the federal government for 28 years has given me much insight into people's attitudes about nearly everything. I explained that federal employees become injured routinely throughout the federal government with out their injury ever being reported. Federal employees mange to become injured whether they file a FECA claim or not. These people have been stigmatized and traumatized by all of the negative rumors circulating about federal worker's comp, employing agencies and the agencies which oversee the management and running of the FECA, the OWCP, the "Office of Worker's Compensation Programs. I told the carrier that word has it that the federal government doesn't want you to know about the FECA, to which I replied," That's only a popular misconception." The FECA is Law, enacted by Congress and it is even "Against the Law," for anyone to knowingly discourage a legitimately, FECA entitled, federal employee from filing. I also told the carrier that very few FECA claimants are frauds and very few employing agencies ever make their employees even acutely aware of this fact. More money is spent by federal agencies about the few convicted criminals who abuse the system than they spend to inform the general population of federal employees. I have no specific accounting of this presumption but in consideration of what I do know from my 28 years of personal experience as a FECA claimant, legitimately injured in the performance of my official duties, I believe the assumption to be accurate. I don't believe I will live to see the day when I will ever have to apologize for having said that. The carrier asked me where he could obtain more information concerning  the event that he ever becomes injured at work and he wanted to know where to go for information. I handed him a business card and told him that I had been helping people free for over 15 years and that I became serious enough to attempt to reach all injured federal employees to the point I iniatiated a website as a means to extend my reach and  I would save many injured federal employees time, money, frustration, and perhaps their sanity. I explained that I go to bed a FECA claimant and wake up a FECA claimant, day in and day out, and that my 6 active FECA clims wer degenerative in nature and that I would always be a FECA claimant. In other words, I explained that when it comes to FECA claims, "I'm MR. BEEN THERE and DONE THAT!"He thanked me, took my card, and continued his route. I was satisfied that I had managed "to get another one!" I may have saved a fellow human being, the awful reality of a federal workplace injury and all of the rumored, terrible experiences which often accompany federal employees who become injured at work by a system that discards people like "faceless numbers, in an uncaring world. I know he will tell another employee and eventually, just like so many, many times before, I will know I have saved another federal employee from the reality of not knowing the very "Best Fedeal Entitlement." I am not competing with anyone. Attorneys and FECA advocates are good at what they do, but few, if any have active FECA claims and 28 years of successful personal experience. My record is a personal one. I have helped very many federal employees since the instant I actively attempted to help anyone. If you even knowwhat the FECA is or have any idea, a talk with me would qualify an validate what I offer.  I wuld like to further humble myself by helping as many federal employees as possible. The internet is the very best means I know and I am going to use it. Profit is not my single motive, I work for a much higher authority than that, but that too is personal.Spend a lot of money and learn less than what I will tell you for a reduculously low fee. If someone claimed to be anything, my curiosity alone would make me want to know if they were for real. I am real.Flesh and blood and a lot of arthritis and surgery scars and many schedule awards. I personall know the most authoritative federal worker's comp doctor in the United States. This man's credential are impesscable and I have had a standing challenge for the past 15 years, over the internet on injured federal employee forums, to anyone who could produce or point the location of any doctor who matches my doctor;s credential, ability, and standing reputation, nationally, as one of the few sincere, legitimate "employee oreinted," FECA friendly doctors.Thank You for reading this testimonial. Dave Kirtley
